Definition

This is an Executive/Senior Level Official, professional, fulltime position in the City’s Court Services Department. An individual in this position will manage the activities of court personnel and operations. Reporting relationship: Assistant City Manager.

Examples of Work

  • The creation and maintenance of internal control, security, and all other department policy and procedures applicable to court operations.
  • Directing and overseeing the court’s financial services functions: purchasing, collection of fees/fines, authorizing expenditures, daily reconciliation, and any other fiscal responsibilities in accordance with statutory requirements.
  • Court technology innovation; case processing streamlining; maximizing judicial resources;
  • Providing the administrative and operational infrastructure necessary to efficiently and effectively achieve the court’s mission;
  • Preparing and maintaining the court’s annual budget including budgetary and staffing projections;
  • Read, analyze & make recommendations based on statutes for procedures affecting the operation of the court;
  • Reconcile and monitor 5 courts special revenue funds along with the general fund;
  • Implement necessary operational changes;
  • Contract monitoring;
  • Department business plan development;
  • Oversee the State quarterly payments & Annual Seat Belt payment;
  • Records Retention Management;
  • Community Outreach Coordination;
  • Monthly and weekly collection report;
  • Purging & Expunction of cases;
  • Reporting on assault family violence convictions as statutorily required;
  • Distribute assignments and projects to court personnel;
  • New user setup and security permissions in court software;
  • Form template management for court software;
  • Auditing & Quality Control–cash transactions and all case handling;
  • Oversee the preparation of the court calendar, scheduling, and docket management for pandemic protocols;
  • Prepare and complete Performance Plans and Evaluations;
  • Assist the judiciary in policy and procedural drafts & implementation pertaining to the courtroom process and standing orders;
  • Record Request Processing;
  • NSFs and charge backs processing;
  • Provide training to court personnel in legislative changes, customer service skills, court procedures, and in all city-wide policy changes/implementations;
  • Hiring, disciplinary measures, and termination of court personnel.
  • Oversee the warrant issuing process;
  • Process refund requests;
  • Non-cash application as applicable;
  • Clear warrants from SETCIC;
  • Perform all duties of other court positions as needed;
  • Perform other related duties as assigned;
  • Subject to 24-hour recall.

Education, Experience, or Certification

Bachelor's degree from an accredited college or university with major course work in Public Administration, Business Administration, or related field and eight (8) years of municipal court administration experience, or equivalent combination of education and experience and four years of supervisory/management experience.

Level III, Certified Municipal Court Clerk, certification required at time of hire.

Valid Texas Driver’s License

Must be able to obtain CJIS Clearance for employment.
