Job Description

GENERAL PURPOSE

Performs a wide variety of routine and complex clerical, administrative and accounting duties in keeping official records, and providing administrative support to the Municipal Court, by assisting in the administration of the standard operating policies and procedures of the Court.  Oversee the daily operation of the front counter.  Maintains effective public relations with general public, public officials, and other City departments.  This position will be required to cross-train on all job duties of the Municipal Court.  The Court Operations Supervisor will assist with training staff, case-flow management, and special projects.

 

SUPERVISION EXERCISED  

Exercises the supervision of four (4) Defendant Services Representatives and exercises supervision over the operations of the Municipal Court.

Essential Duties

CORE COMPETENCIES:

  •  Exercises supervision over the operations of the Municipal Court and supervises the work performed on such operations.
  • Conducts needs assessment within Municipal Court.
  • Assists with the implementation of training related to policy and procedures, statutes and standing judicial orders.
  • Organizes, coordinates, and implements trainings of court staff.  
  • Acts as a mentor to court staff.
  • Answers questions and assists front counter staff as needed.
  • Administers oaths.
  • Composes, types, and edits a variety of correspondence, reports, memoranda, and other material requiring judgment as to content, accuracy, and completeness.
  • Maintains records in accordance with statutory retention requirements.
  • Performs backup assistance for various divisions within court administration, this includes duties of the Court Administrator and Assistant Court Administrator.
  • Schedules staff breaks and lunches to ensure that the front counter is staffed appropriately all day.
  • Ensures excellent customer service is provided and maintained.
  • Assists with performing case-flow management duties.
  • Oversees special projects for the court. 
  • Provides routine data entry functions.
  • Provides written and verbal customer service to the general public.
  • Learns, and correctly interprets, and applies the laws, codes, policies, and procedures related to the processing of criminal court cases. 
  • Assists the public in person, by mail/email and by telephone including retrieving information and files and providing complex information to defendant’s regarding their criminal court case. 
  • Prepares and explains court orders and procedures to defendants. 
  • Processes judgments and compliance dismissals in accordance with standing judicial orders. 
  • Receipts, deposits, and accounts for monies for fines, forfeitures, and other court receipts by automated means. 
  • Schedules court dates for trials and arraignments.
  • Responds to counter, telephone, email, and mail inquiries. 
  • Assesses fees as required by statute. 
  • Scans court documents into the court system. 
  • Operates a computer terminal and printer to type, enter, modify, and retrieve a wide variety of court documents, reports, records, letters, and other material. 
  • Plans, organizes, develops, and implements programs to ensure compliance with local, state, and federal policy, laws, and regulations.
  • Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations.
  • Performs other duties as assigned.

Required Minimum Qualifications

Education and Experience:

1. Associate degree; and 

2. Two (2) years of court experience; with 

3. One (1) years of customer service experience, including collection of cash; and 

4. One (1) years of prior work experience in clerical or administrative work; and  

5. Two (2) years of management experience; or 

6. Any equivalent combination of education and experience.

 

Knowledge, Skills and Abilities:

  1. Must have working knowledge of case management processes and software. 
  2. Must have a strong knowledge of the principles of supervision, training, communication, delegation, and be able to demonstrate sensitivity in handling personnel matters.
  3. Considerable knowledge of general office procedures; working knowledge of legal language and legal procedures. 
  4. Must have proficient skills to operate a computer and work with Microsoft Office software to include Outlook, Word, Excel spreadsheets, and electronic databases.
  5. Must have the skills to operate the listed tools and equipment. 
  6. Must have the skills to communicate effectively on a one-to-one basis with the public.
  7. Must have excellent writing skills.
  8. Must have the ability to communicate effectively, both verbally and in writing, with a diverse group of people. 
  9. Must have the ability to maintain effective working relationships with employees, other departments, officials, and the public.
  10. Must have the ability to make sound judgments and decisions.
  11. Must have the ability to work independently, under pressure and/or frequent interruptions. 
  12. Must have the ability to maintain accurate records.
  13. Must have the ability to type and enter data accurately.
  14. Must have the ability to manage resources and be familiar with basic budget planning.
  15. Must have the ability to plan, organize, and coordinate support functions in an office setting.
  16. Must have the ability to research facts, analyze, and identify resolutions to issues.
  17. Must have the ability to work with and maintain the confidentiality of court-related information.  
  18. Must have the ability to adapt to constant change. 
  19. Maintains regular and punctual attendance.

Special Requirements

  1. Must have a valid driver's license by date of hire.
  2. Must obtain and maintain a Texas Driver's License within 90 days of hire.
  3. Must obtain Texas Court Clerk Certification Level 2 within four (4) years.
