JOB ANNOUNCEMENT

The City of Lavon is seeking an experienced Court Clerk to perform complex clerical and administrative tasks associated with municipal court administration. This position will greet and assist customers via telephone and in person and perform a full range of administrative functions of above average difficulty and related work as required. This position is organized to work 40 hours per week. Benefits include health insurance, dental, vision, HRA, and other insurance benefits, TMRS retirement 7%, 2:1 and paid holidays and personal time off. Starting Pay Range $20-$25 per hour depending on experience and qualifications.

Department: Administration

Job Summary: Under the general supervision of the City Secretary, the Court Clerk provides a variety of Municipal Court services to the general public.

Essential Job Functions:

● Administration

○ Receives payments and provide receipts for court fines and fees, as well as cash bond payments, in person, by mail, online, or by phone

○ Balances cash drawer daily

○ Prepares and maintains all court records, both paper and electronic, and related files by:

■ Preparing documents for court

■ Processing judgements and dispositions

■ Entering case information into court software system

○ Prepares and maintains court dockets, as needed

○ Reviews court files for compliance of judge’s orders

○ Generates correspondence and documents for defendants related to court case files, including: court summons, letters, hearing notices, etc.

○ Uploads, imports and processes new citations/complaints from the Police, Animal Control and Code Enforcement staff, as needed

○ Advises defendants of their rights and basic judicial procedures

○ Processes incoming/outgoing mail, including payments, bonds, time served requests and other correspondence

● Municipal Court Records

○ Maintains and processes requests for Municipal Court reports and records pursuant to policy and procedure

○ Fulfills open records requests for the Municipal Court

● Customer Service

○ Provides customer service to citizens, defendants, parents of defendants, and other parties by phone, email, and in person, including but not limited to:

■ Answering questions

■ Taking payments

■ Setting court dates

■ Data entry

■ Preparing payment plans

■ Receiving documents

■ Filing appropriately

○ Responds to customer inquiries and complaints

○ Backs up Utility Billing customer service

● Other

○ Assists judge, prosecutor, and attorneys/lawyers, as needed

○ Performs other related duties as may be assigned

Knowledge of:

● City organization, operations, policies and procedures

● Applicable local, state and federal laws, rules, regulations and guidelines

● Legal system

● Code of Judicial Conduct

● Penal Codes

● Principles and practices of effective customer service

● Texas Local Government Codes

● Applicable policies, procedures and regulations covering specific areas of assignment

● Business and personal computers, and spreadsheet software applications

Skill in:

● Handling situations requiring diplomacy, fairness, firmness and sound judgment

● Understanding and applying relevant policies and procedures

● Establishing and maintaining effective working relationships with various City departments, external government agencies, attorneys, and the general public

● Operating a personal computer

● Communicating effectively both verbally and in writing

Education/Training/Experience Requirements:

1. High school diploma or equivalent

2. Two years of customer service experience

3. Municipal Court Clerk Level 1 certification within 12 months of hire and the Level 2 certification within three years of hire date

4. A valid Texas driver’s license

Physical Demands/Work Environment:

Work is performed in a standard office environment with low to moderate noise level. Subject to sitting for an extended period of time, standing, walking, bending, reaching, kneeling, and lifting. Putting away such items as records and office supplies of moderate weight of up to 40 pounds. Working with a wide variety of people.
